For most HTTP server it's configurable which page is shown when a client requests an URL that points to the root directory of a web site ("[...] just the .com"). It's called "index page".
E.g. for the Apache HTTP server, er Apache, it's controlled by the "DirectoryIndex" directive in the main server configuration file ("httpd.conf") or in the configuration file for the root directory (".htaccess").

Try if you could get access to that configuration to set "welcome.htm" as index page.
Or rename "welcome.htm" to "index.html" (or "index.htm"), the most common name for an index page.
